Community Partnership with Health Department Provides Trauma Kits to Local Law Enforcement
ZANESVILLE, OH –
On January 22, 2026, Bethany Hayes, Felony Investigator with the Muskingum County Prosecutor’s Office, met with the Zanesville Health Department to distribute trauma kits to local law enforcement officers.
The initiative stemmed from conversations that took place the previous year while Hayes was providing active-shooter training to the Health Department, during which a critical gap in life-saving resources was identified. Hayes shared that an officer who responded to the Muskingum University shooting used his own torniquet and supplies he had purchased himself on the victim at the scene which promoted conversations for which agencies had trauma kits in their cruisers.
In response, Hayes collaborated with Health Educator Carleigh West and Emergency Preparedness Coordinator Jacob Graham to assess local needs. Through this coordination, they identified that many local law enforcement cruisers were not equipped with trauma kits. West and Graham then utilized grant funding through the Health Department to purchase trauma kits for the agencies identified by Hayes as being in need.
“Community preparedness starts with partnerships. That’s how you create a resilient community,” said Jacob Graham, Health Department Emergency Preparedness Coordinator.
20 kits in total were distributed to the following agencies and representatives: Muskingum University PD Chief Dave Williamson, New Concord PD Chief Mind Peck, South Zanesville PD Chief Mark Ross, Frazeysburg PD Chief Eliasha Bourne, Roseville PD Chief Derrick Keylor, and Dresden PD Chief Charles Doan.
