Diversion and Rehabilitation Therapy Program
Welcome to the DART (Diversion and Rehabilitation Therapy) Program, a breakthrough in pre-arrest diversion for Muskingum County. Launched in 2022, the program, spear-headed by County Prosecutor, Ron Welch, offers adult first-time non-violent offenders a chance to avoid prosecution.
Unlike other diversion programs, we intercept before arrest. This unique approach kicks off participants’ journeys before any criminal record tarnishes their path. What’s more, the DART program is fueled entirely by assets seized from drug-related offenses right here in Muskingum County.
Our mission is to divert prosecution for charges brought against first-time offenders and cultivate a safer community. Through comprehensive treatment and essential resources, we equip participants with the tools they need to succeed.

To qualify for the Muskingum County Prosecutor’s DART Program, you must be an adult and a first-time non-violent offender. Each case that is presented to the prosecutor’s office and diversion coordinator is reviewed on a case-by-case basis; this means that not every case is the same and our office takes the time to evaluate the probability of success and willingness to cooperate of each applicant.
While our office carefully reviews each case on an individual basis, certain offenses result in immediate disqualification from the DART program.
These disqualifying offenses typically involve violence and include, but are not limited to: domestic violence, assault, weapons-related charges, and any sex crimes such as rape or gross sexual imposition.
No, to qualify for the Muskingum County Prosecutor’s DART program, you must be an adult. A Juvenile Diversion Program is currently managed within Juvenile Court.

If you successfully graduate the DART program any charges brought against you will be dismissed. On the contrary, if you do not graduate the program your initial charges will proceed in Court against you.
