A Victim Advocate in the Muskingum County Prosecutor’s Office is a trained victim and or witness coordinator who acts as a guide for victims of crime between our office and the justice system. Our office employs two advocates. Jessica Haug oversees the Juvenile and Misdemeanor Victim Division and Lea Ann Tignor oversees the Felony Victim Division. They are available to guide you through when a report is made all the way through and after post-conviction. They help ensure that your rights as a victim are met and that you are advocated for in legal proceedings. They are also available to answer any questions and direct you to appropriate resources.

In 2018, Ohio adopted “Marsy’s Law” or the Ohio Crime Victims’ Bill of Rights. “Crime victims have the right to reasonable notice, to be present and heard at all court proceedings, to be informed of the release of the offender, to offer input on negotiated pleas, to a prompt conclusion of their case, and to restitution for economic losses resulting from the criminal offense or delinquent act. Some rights are automatic, some must be requested to be exercised.” Your assigned victim advocate will help guide you through your rights and assist with any necessary paperwork.

One of your rights as a Victim is the right to be heard. You have the right to attend any public hearing although your attendance is not always required. You need to speak with your assigned advocate for details specific to your case.

A victim impact statement is a statement made to the court by either a letter or speaking in Court. The statement provides an opportunity for victims of crime to share with the Judge how the crime has affected them. Along with victim impact statements, sometimes our advocates might also recommend journaling as it can be a therapeutic form of healing.

Your victim advocate can help you get registered with Victim Information and Notification Everyday, VINE. This notification network will allow you to access information about the offender and register for automated notifications.
