Man in Jail After Exposing Himself to Youth
(ZANESVILLE, OH)
September 24, 2025, Marc Wigal, 59, of Fultonham, appeared in a Muskingum County Court to receive sentencing for Public Indecency.
Wigal admitted guilt and was sentenced to 6 months in jail. Wigal is also required to register as a tier 1 sex offender. As a tier 1 sex offender Wigal will be required to register annually for 15 years.
Case Details:
On October 8, 2024, a mandated reporter informed the Muskingum County Sheriff’s Office that Marc Wigal had exposed his penis to an 11-year-old child.
Wigal told the child, “I see you looking, do you want to see it?”
At the time of the incident Wigal pulled his shorts up, exposing his penis to the child. The child victim was then able to take a picture of Wigal exposing himself and shared it with a trusted adult.
Law enforcement confirmed that the photos showed Wigal sitting in a pair of shorts with his penis and scrotum exposed to the child.
The Outcome:
The case, led by Assistant Prosecuting Attorney Lucas Howard, took longer than average to resolve due to Wigal’s medical issues.
It is likely startling to the public to learn that the only chargeable offense for a grown man exposing his genitals to a minor is a misdemeanor crime. Even more surprising, the law makes it optional for such a person to be required to register as a sex offender.
The Muskingum County Prosecutor’s Office can only provide punishment as allowed by law. In the case of an adult deliberately exposing himself to a child, the crime is a misdemeanor of the first degree. This level of charge carries a maximum sentence of six (6) months in jail, and sex offender registration is optional for a period of fifteen (15) years.
APA Lucas Howard secured the six-month sentence and Judge Jay Vinsel ruled that Wigal did need to register as a sex offender for fifteen years.
The public is encouraged to contact their State Legislators to express their grievance if someone believes that the maximum punishment available does not seem to fit the crime.
The young victim in this case bravely stood up to this man. Furthermore, the mandated reporter that the child informed of Wigal’s crimes, carried out their duties by believing the child and making a report to law enforcement. Because of this bravery and fulfillment of duty, other parents and children can now be aware of the danger this man poses in the future.
