Three Roseville Residents Plead Guilty to String of Home Break-Ins
Justin L. Starcher, Randi Greiner, and Lorraine McLean appeared in a Muskingum County Court, recently to plead guilty to charges in connection with a home burglary in Blue Rock, OH and a break-in on a property in Roseville, OH.
Mclean has already received sentencing. The Judge imposed an 8 – 10 ½ year prison sentence and ordered Mclean to pay $4,420.00 in restitution to the victims.
Starcher and Greiner are currently awaiting sentencing.
Blue Rock Burglary:
February 27, 2025, a homeowner made a 911 call to police and reported that there were people breaking into his home in Blue Rock, Ohio. A motion-activated security system alerted the homeowner of the break-in, who was not home at the time.
On the night of the burglary Starcher, Mclean and Greiner decided to take a nighttime drive. Starcher at some point in the drive made a comment that they should make some money. Following Starcher’s instructions Mclean and Greiner dropped Starcher off at the Blue Rock home. Greiner and McClain returned to the crime scene and helped Starcher carry stolen items, including two firearms, out of the house.
Due to the weather making the property extremely muddy the burglars left most of the stolen items at the property planning to return later to take them.
Deputies quickly responded to the homeowner’s call. As deputies arrived on the scene, they found a car driving slowly in front of the victim’s property. Deputies also noted that the car did not have any license plates.
Deputies pulled the car over and found Justin Starcher in the driver's seat, Randy Greiner in the passenger seat and Lorraine Mclean in the back seat. Upon questioning, all three individuals denied involvement with breaking into the Blue Rock home.
The homeowner soon arrived at the crime scene to review security footage with the deputies. The footage clearly showed Starcher as he broke into the home and Greiner and Mclean as they carried items out of the house and onto the porch.
Deputies searched Greiner’s vehicle and found several Dewalt drills that Starcher carried out of the home and a pry bar that matched the pry bar marks left on the broken door. Also found inside the car was a bag of meth and a meth pipe. The value of the items stolen from the house was $8,713.76.
When questioned, Starcher denied any involvement and stated that the reason he was driving slowly was to avoid deer.
Mclean and Greiner were brought to the Zanesville Police Department for questioning. Both confessed to their involvement with the break-in at the Blue Rock home.
Roseville Breaking and Entering:
While conducting interviews with Mclean and Greiner the deputies received an additional report of a break-in at a Roseville Property that took place earlier the same day. Mclean and Greiner were also questioned about the Roseville break-in.
During her interview Greiner admitted to dropping Mclean and Starcher off at the property in Roseville. After she dropped Starcher and Mclean off, Starcher instructed Greiner to drive around for 30 minutes before returning.
During Mclean’s interview she described the same events at the Roseville property as Greiner. Mclean further admitted witnessing Starcher cutting the Roseville property gate open and then cutting locks on a Conex box. A Conex box is a similar style to a shipping container. Mclean and Starcher then removed boxes from inside the Conex box and set them outside. They also broke into a shed by cutting the locks.
Lorraine Mclean:
Mclean was sentenced for an F2 Burglary, Theft of a Firearm, Grand Theft, and Having a Weapon While Under Disability.
She was sentenced to 8-10.5 Years in prison and up to 3 years post release control after she finishes her prison sentence. Mclean was also ordered to pay $4,420.00 in restitution to the Blue Rock and Roseville homeowners.
Justin Starcher: Sentencing to be held at a later date
Starcher pleaded guilty to 10 separate counts in relation to his involvement in the burglary and property break in. The highest felony that Starcher pleaded guilty to is Burglary, a felony of the second-degree. This charge alone carries with it a maximum sentence of 8-12 years in prison.

Randi L. Greiner: Sentencing to be held at a later date
Greiner pleaded guilty to nine separate counts for her involvement in the burglary and property break in. The highest felony that Greiner pleaded guilty to is Burglary, a second-degree felony. This charge alone carries with it a maximum sentence of 8-12 years in prison.
Restitution: Pending
Each count describes one of the ways that Starcher, Greiner, and Mclean committed the offenses to which they pled guilty. Duplicative charges have the potential to merge during sentencing, as was seen in Mclean’s plea and sentencing and is possible for Starcher and Greiner’s sentencing.
The Assistant Prosecutor handling these cases, Warren Edwards, stresses the seriousness of these crimes, stating that, “Ohio law takes breaking into someone's house very seriously, those who do so in Muskingum County can expect to spend considerable time in prison.”
