Zanesville Man Admits Guilt to Child Sexual Abuse Material Indictment
Zanesville – Norman Scheffler, of Zanesville, admitted guilt to all counts of his indictment Friday afternoon in front of Judge Gerald Anderson. He faces up to 161 years in prison at the time of his sentencing at a later date.
Scheffler was charged with and admitted guilt to twenty (20) counts of Pandering Obscenity Involving a Minor, each a felony of the second degree, one count of Possession of Methamphetamine, a felony of the fifth degree, and one count of Possession of Drug Paraphernalia, a misdemeanor.
Facts of the Case:
Scheffler’s criminal acts came to light in February of this year, when the National Center for Missing and Exploited Children (NCMEC) forwarded a complaint to the Internet Crime Against Children (ICAC) data system, and the case was picked up by Zanesville Police Detective Sgt. Phil Michel.
Michel discovered that Scheffler had uploaded Child Sexual Abuse Materials (CSAM) in early February.
Investigations of this type require a detective to create a historical case of the crime, involving subpoenaing Internet records, account records, and obtaining location and identification information of the perpetrator.
Michel’s investigation led to a search warrant, performed March 3, 2026, at Scheffler’s Brighton Blvd. residence.
During the search warrant, detectives located methamphetamine, and Scheffler’s laptop, which was still logged in with his personal account information.
When detectives logged into the laptop, it was still displaying apparent CSAM material from an internet site. Upon further investigation, numerous images of child exploitation were recovered from Sheffler’s computer, leading to the large quantity of charges.
“This case proceeded from referral to the police department to capture of the offender in eight days,” according to Assistant Prosecutor John Litle, who handled the case. “Det. Michel’s prompt actions led to catching the man in the act, the strongest type of case we can build in these types of prosecutions.”
Every image or video of CSAM is the documentation of a child being victimized, and every time someone transmits, copies, or views that exploitation, the child suffers another victimization. The Muskingum County Prosecutor’s Office takes CSAM cases very seriously and a substantial punishment is expected as a result of Scheffler’s actions.
